The success and effectiveness of PHS programs is due to our commitment to listen to young drivers and present a message in a manner that is meaningful to them. This program evolved from that philosophy. Teenagers and adults tend to view problems differently. This Advisory Council of the Governor is made up of teenagers appointed by the Governor to provide the Governor and Cabinet with causes they feel should be addressed. This Council submits an annual report on the problems of teenage automobile crashes as well as recommendations on effective programs to address the problem. The council also evaluates and recommends changes in current traffic laws that affect young drivers. There are now five states with an official Governors Council.
